Warning Systems Inc. (“WSI”).
announce a teaming
agreement that will
provide advanced
capabilities in public
alert and warning
systems used by state
and local governments,
as well as businesses,
schools and campus
settings. The teaming
agreement establishes a
structure for the
companies to work
together to provide
solutions for public
alert and warning
related services. Under
the agreement, the
companies plan to work
together on project and
technology initiatives.
Customers now have the
option of combining in a
tightly integrated
solution the
complementary products
and services of both
companies. The teaming
agreement will also
include technology
development and
collaboration efforts to
enable their products to
interoperate, and reduce
cost and complexity for
customers.
SpectraRep’s
AlertManager™ system is
a comprehensive
emergency information
delivery system that
provides rapid and
targeted distribution of
emergency alerts and
warnings, such as EAS,
Amber Alerts, weather
bulletins and other
notifications. The
AlertManager system
delivers all-hazards
alerts and warnings via
satellite, DTV
datacasting, and the
Internet. In addition
to broadcast EAS
distribution, the
AlertManager system
delivers emergency
messages for
redistribution by other
communications systems,
such as e-mail, text
messaging devices, and
cell phones. The system
can be used both for
public alert and
warning, as well as
inter-agency or
campus-wide
notifications.
WSI’s product line
includes the OnAlert™
FSK and AdaptAlert™
Two-Tone/DTMF Tone Alert
Radios (TARs). The WSI
AdaptAlert activation
system can be used to
activate existing
Two-Tone and/or DTMF
radios and/or sirens
with provided location
information from a
standards-based
message. WSI offers
strobe and text display
accessories for the
hearing impaired and
high noise
environments. A relay
module is also available
to connect TAR audio to
existing public address
systems and provide
standard contact
closures to trigger
other alerting devices.
SpectraRep’s
AlertManager will use
WSI’s AdaptAlert to
interface with existing
EAS encoders, providing
a conversion of text to
speech that can then be
broadcast over existing
State relay networks.

Both companies’
solutions incorporate
the latest version of
the Common Alerting
Protocol (CAP), an
XML-based data format
for emergency messaging
that is increasingly
being adopted by local,
state and Federal
agencies. CAP, an
approved standard of
international OASIS
(Organization for the
Advancement of
Information Standards)
body, enables the
exchange of emergency
alert and public warning
information over data
networks and
computer-controlled
warning systems. The
standard allows for a
consistent warning
message to be
communicated
simultaneously over
different systems. CAP
is increasingly being
adopted by emergency
management agencies,
including the Department
of Homeland Security,
the National Weather
Service and the
Department of the
Interior United States
Geological Survey.
