SPECTRAREP EXECUTIVE BRIEFS FCC TECHNICAL ADVISORY COMMITTEE ON EMERGENCY ALERTING SYSTEMS.

 

Briefing covers progress of the DHS-APTS alerting project and related technical issues.

 

November 2, 2005 - Chantilly, VA - On Thursday, October 27th, 2005, SpectraRep’s VP of Government Solutions, Edward Czarnecki, briefed the FCC’s Technological Advisory Council (TAC) on the Digital Emergency Alert System (DEAS) project and other initiatives. His briefing was part of a presentation by the Department of Homeland Security to the Council. At this meeting, the Council considered advanced emergency alerting technologies and survivable network services and technologies. The meeting was open to the general public.

 

Mr. Czarnecki discussed the current status of the DEAS project - a national (or Federal) level mechanism to transmit alert and warning to the public – as well as anticipated next steps. 

The DEAS project is a public private partnership between DHS and the Association of Public Television Stations (APTS), and will involve America’s Public Broadcasters, PBS and a wide range of companies in the private sector.

Among points discussed by Mr. Czarnecki is the non-proprietary, standards-based approach being pursued by DHS. This approach includes the need to reference to a wide range of standards, including the FCC’s 47 CFR Part 11 (“Emergency Alert System”), the OASIS Common Alerting Protocol Standards v. 1.1, the Emergency Digital Exchange Language (EDXL), and a range of Government Certification and Acceptance Standards.

In addition, Jerry Goldberg, Director of the Media Access Group at WGBH, referenced some of the upcoming goals that SpectraRep will be working towards with that group in the area of accessibility of emergency alerts for the disabled.

The FCC's Technological Advisory Council formed to provide the Commission with technical insights concerning innovations in communications and related industries. The Council is a Federal Advisory Committee and is comprised of a broad array of well- known technologists.
