Edward Czarnecki - Senior Vice President - Government Solutions, is coordinating SpectraRep's Homeland Security and National Defense activities. He is responsible for strategic planning, program development and implementation, and project direction.  He is coordinating the company's AlertManagertm product line for emergency notification and enhanced EAS capabilities.  He is also working with cross-functional teams on the ActiveAccesstm and IncidentOnetm product lines.

Mr. Czarnecki is currently serving as a member of the FCC's Commercial Mobile Spectrum Advisory Committee.  He is a member of the Accessibility Working Group of NCAM's Access to Emegency Alerts project.  He is also the company's principle representative at the Emergency Interoperability Consortium (EIC) and International Association of Emergency Managers (IAEM). 

Previously, Mr. Czarnecki served as Managing Director for Strategic Consulting at SpectraRep's parent company BIAfn and before that as a principal with emerging markets consulting firm ITC, Inc. In a career that spans domestic and international activities, he has provided leadership on programs that included project feasibility studies, business and operations planning, and strategic evaluation of opportunities for telecommunications and media ventures.

He has extensive experience supporting the needs of a broad range of clients in the media and telecommunications industries. He has guided executives in understanding capital structure, structuring partnerships, developing acquisition strategies, operations planning, creating sales and marketing strategies, export financing, and market entry strategies.

Mr. Czarnecki earned a Ph.D. in International Relations from Georgetown University and a Certificate in International Finance from Georgetown's McDonough School of Business. He holds M.A. and B.A. degrees in political science and a Certificate in International Law and Diplomacy from St. John's University.
