SPECTRAREP TO DEMONSTRATE ALERT AND WARNING SERVICES FOR EMERGENCY MANAGEMENT OFFICIALS AT EMERGENCY COMMUNICATIONS MEETING IN WASHINGTON D.C.

Demonstration to highlight the use of existing broadcast infrastructures to provide next-generation services for emergency management officials

Chantilly VA – January 24, 2006 SpectraRep,® Inc., a leading provider of digital media and applications solutions via digital television and satellite, today announced it will be conducting a live demonstration at the Managing Critical Communications for Emergency Response conference in Washington D.C., on January 27, 2006. The demonstration will show the next generation alert and warning services that serve an important role in the management and transmission of information during times of crisis. The meeting and workshops will be held beginning at 8:30 a.m. at the National Press Club in Washington, D.C. The demonstration will be conducted at 3:45 p.m.

An audience of government officials, NGOs, and emergency management professionals will participate in the workshop, which will include a live demonstration of a next-generation all-hazards solution for public and private sector continuity of operations. During the demonstration, SpectraRep’s AlertManager™, a standards based public alerting application, will transmit simulated emergency alerts, crisis response data, and training content using digital television signals to send wireless broadband data.

AlertManager™ is a next-generation all-hazards notification software solution, which delivers alerts, data, streaming video and other resources via satellite and local digital television stations. AlertManager will generate alerts, gather emergency data, and transmit it live to a data receiver and computer. Scenarios will include simulated emergency alert (EAS) notifications for the public, inter-agency crisis communications, and post-incident response and recovery data. The SpectraRep demonstration will take place during the workshop titled, "Effective Communication to Maintain Continuity of Operations During an Emergency.”

“In the event of a crisis, emergency managers need to be able to communicate directly with other officials and the public at large, in order to get timely and relevant information needed to protect lives and property,” said Mark O'Brien, Executive Vice President of Technology for SpectraRep. “This solution has tremendous value in making data more accessible to state and federal governments because it is a proven technology that leverages infrastructure that is already in place across the country.”

Using SpectraRep’s AlertManager™ technology, messages via satellite, digital television datacasting, and the Internet can be sent simultaneously to emergency broadcast equipment, wireless data receivers, email addresses, text messaging devices, and pagers. The demonstration will focus on the DTV datacast delivery of emergency management information, highlighting the ability to instantaneously transmit emergency messages in text, audio and video formats, along with associated graphics, images, and other files.

The objective of continuity of operations planning is to help ensure there is continuous performance of an agency’s essential functions and operations during an emergency. More broadly, the goal is to ensure that there is a capability to continue core business functions and activities among government agencies, hospitals, businesses and critical infrastructure to minimize losses and achieve an orderly recovery from emergency situations across a wide range of potential emergencies or threats.

The AlertManagerâ„¢ solution can assist in the coordination of response efforts both within and across organizations, as well as the general public. "This is a tremendously powerful tool for state and local governments, school systems, business and critical infrastructure." said Edward Czarnecki, Vice President of Government Solutions for SpectraRep.

The SpectraRep AlertManager system leverages industry-based standards for interoperability and next generation networking to provide ready-to-deploy solutions for critical emergency messaging. AlertManager is a standards-based solution, supporting rapid and targeted distribution of IP-based data content, was well as emergency messaging based on the latest version of the Common Alerting Protocol (v.1,1), an XML-based data format for emergency messaging that is increasingly being adopted by local, state and Federal agencies.
