Carl Peed Joins SpectraRep As Consultant And Adviser to Law Enforcement

Former Head of U.S. DOJ’s COPS Office

Chantilly, VA, February 23, 2009 -- SpectraRep, a provider of emergency management communications solutions, today announced that Carl R. Peed has joined the company as a consultant to its growing law enforcement division. Peed will work with SpectraRep to advise law enforcement agencies on submitting public sector communication applications for funding.  He will advise SpectraRep in helping them to better understand and navigate a variety of funding grant processes.

Peed has a long, respected career in law enforcement and criminal justice. He recently founded CP2, a Virginia consulting company, after retiring as director of the U.S. Office of Community Oriented Policing Services (COPS), which he was appointed to by Attorney General John Ashcroft in 2001. At COPS Peed managed the organization that supports state and local law enforcement nationwide with more than 33,000 grants.

“Carl’s understanding of the infrastructure in many law enforcement departments across the country will help us provide customized services for agencies looking to improve their communications,” said Mark O’Brien, executive vice president of SpectraRep. “We know there are many public safety divisions that need emergency management services but are hindered by only a basic understanding of technology and available funding processes. Carl can lend immeasurable support and counsel towards helping these departments improve their internal communications.”

Prior to COPS, Peed served as the Director of Juvenile Justice for the Commonwealth of Virginia, a statewide agency, where he was responsible for developing policy and providing administrative oversight for 38 regional offices and more than 110 local and state facilities. Previously he served as the Sheriff of Fairfax County, Virginia for 10 years. He was elected to office three times beginning in 1990. As Sheriff he developed professional policies that received national and international recognition. He also introduced new technologies to the criminal justice system.

A resident of Oak Hill, Va., Peed received his Bachelors of Science from the University of North Carolina at Pembroke. He also has a Certificate of Criminal Justice Administration from the University of Virginia and is a graduate of  the FBI National Academy, and the National Institute of Corrections, and the National Sheriffs Institute.
