SpectraRep’s Czarnecki Elected to EAS-CAP Industry Group Board of Directors

CHANTILLY, VA., - October 1, 2009 - Edward Czarnecki, SpectraRep LLC executive vice president, has been elected to the EAS-CAP Industry Group (ECIG) Board of Directors by a vote of its members. The EAS-CAP Industry Group is a broad coalition of equipment, software and service providers to the Emergency Alert System (EAS). ECIG’s mission is to promote the development, use and understanding of advanced Emergency Alert System capabilities – based on the Common Alerting protocol (CAP) - by broadcasters, government, and other public warning stakeholders.

Mr. Czarnecki brings a broad range of communications, public safety and homeland security industry experience and business leadership to the Board. He has been a key player in the development and deployment of FEMA’s Digital Emergency Alert System Program, including a wide range of partners and public broadcasters across the nation. He has also led the deployment of the CAP-based Alert Missouri program, a state-wide all-hazards emergency alert network.

At SpectraRep, Czarnecki is responsible for the AlertManager integrated alert and warning portfolio, including strategic direction and infusion of the latest technologies into the system. He is a recognized industry leader, having been designated by the FCC Chairman to serve on the FCC’s Commercial Mobile Service Alert Committee. He is also an industry representative to the CAP-EAS Roadmap Committee, and was one of the founding members of the EAS-CAP Industry Group.

On September 25, 2008, ECIG released its EAS-CAP Profile Recommendation, which was adopted substantially by FEMA in the development of its own CAP profile for FEMA’s own Integrated Public Alert and Warning System (IPAWS). The Common Alerting Protocol (CAP) is an XML-based data format for exchanging public warnings and emergencies between alerting technologies. The ECIG EAS-CAP Profile is intended to help harmonize and facilitate interoperability between next-generation EAS systems and new CAP-based alerting systems.
